DfE Building Bulletins provide key design and area guidance that supports educational property valuations using the Depreciated Replacement Cost (DRC) method. They help define the space requirements for a modern equivalent school, taking into account pupil numbers, specialist facilities, and the intended use of the building.

Recent Developments:

Building Bulletin 104 (BB104) – Area Guidelines for SEND and Alternative Provision Schools:

  • BB104 is the latest Department for Education guidance, replacing BB102. It sets out non-statutory area recommendations for special educational needs and disabilities (SEND) and alternative provision schools. The bulletin provides updated benchmarks for internal and external space requirements, helping ensure that facilities meet the diverse needs of pupils. It is especially relevant when valuing or planning new builds, extensions, or redevelopments within the SEND and AP estate.

Building Bulletin 103 (BB103) – Area Guidelines for Mainstream Schools:

  • While there have been no recent updates to BB103, it's essential to be aware that this bulletin provides non-statutory guidance on area requirements for mainstream schools. It outlines the recommended minimum and maximum areas for different types of spaces, which can influence estate planning and valuations.

Building Bulletin 100 (BB100) – Fire Safety Design for Schools:

  • The DfE has been reviewing BB100 to update fire safety design guidance for schools. While a new version has not been published yet, it's anticipated that forthcoming revisions will reflect modern fire safety standards and practices.​

Important Note on Guidance vs Reality

These bulletins provide guidance only, not mandatory standards. Many existing school sites — particularly older or uniquely designed buildings — may not fully comply with these space guidelines but still function efficiently. Valuers will consider the actual use and effectiveness of current infrastructure when determining the DRC, using bulletins as a reference point rather than a strict benchmark.
